Government of Maharashtra controls Mahavitaran or Mahadiscom, Maharashtra State Electricity Distribution Company Limited-MSEDCL. A public sector company, MSEDCL distributes electricity to all regions of the state; except Mumbai city and the most part of its suburban area, where BEST (Bombay Electric Suppler and Transport) and Reliance Energy, TATA Power are the only distributors. The old state owned company MSEB Maharashtra State Electricity Board was split into three companies like Mahanirmiti or Mahagenco (Maharashtra State Electricity Generation Company), Mahavahan or Mahatransco (Maharashtra State Electricity Transmission Company), and Mahavitaran in accordance with Electricity Act, 2003 of Government of India on 4 June 2005.

All State Electricity Boards are empowered to collect security deposit from their consumers, according to the condition of supply. Security Deposit is necessary because all consumer pay their bill after consumption of electricity. After receiving bill for their consumption in previous month they pay it. To pay the bill, a period of 10 to 15 days is also given. If any consumer does not pay the bill, then after serving him a notice and after giving a period of 15 days to make the payment, his supply can be cut off. Therefore, for about 2 months, a non – paying consumer can use electricity. Security deposit equal to electricity consumption of one month is collected from every monthly billed domestic consumer to avoid losses in such cases. As per the duration of the billing, this period may vary. MSEDCL has revised his tariff recently.
The requirements for new connection:
  • The prospective consumer should be lawful owner/occupier of premises
  • He should apply in A-1 form at the section office domestic/commercial and for industrial at Sub-division/division along with no objection certificate required
  • After load survey, he will be given quotation for payment of charges which includes Service connection charges , Service Line Charges, Security deposit etc
  • After payment of above charges the consumer will submit a Test report from the Licensed electrical contractor for the wiring
  • The service connection will be released as per the chronological order
The procedure of Billing:
The billing section is supplied with data containing Meter details, initial meter reading after installation. According to the predetermined cyclic order, the first bill is issued. For Domestic, non-domestic, industrial, Agricultural consumers, the bills are issued monthly, bimonthly and quarterly. As per the last due date shown on the bill, the payment of bills is to be made.
Consumers should , for increasing the sanctioned load the domestic, commercial and industrial (LT).
To increase the sanctioned load customer should apply to the concerned Sectional and Sub-divisional in charge by considering his type (e.g. domestic, commercial and industrial). The HT consumers should apply to the Superintending Engineer. The load is sanctioned and the quotation is issued which includes additional Service Line Charges, Security deposit after verifying the feasibility. The consumption depends on the capacity of appliance and period for which it is in use.
How to lodge the complaint?
  • The consumer has to contact the nearest fuse-off call center either on Telephone or in person or he has to call the call center in that area to lodge a complaint in case of failure of supply. The complaint registers are kept at various convenient location .The consumer can lodge a complaint by giving details like, Name, Location, Consumer No., and Pole No. for easy access to MSEDCL employees. For attending fuse-off-call complaints, MSEDCL is not charging any extra charges.
  • The electric supply of complete area goes off, if there is a major fault, for restoration of Supply, it may take some longer duration.
  • If, there is some anomaly in the energy bill like Wrong reading, arrears amount shown though the bill is paid, etc. The consumer may contact to the nearest MSEDCL office & bring the anomaly to notice of concerned for rectification. Division office is dealing with the billing complaints. In Urban areas Division office is dealing with the billing complaints and in Rural areas the Distribution Center or Subdivision office are dealing the billing problems.
  • In settling the complaints lodged, if there is abnormal delay, consumer may contact to Higher officers in their office on any working days.
  • MSEDCL is offering their fuse man at Consumers premise, if desired by the consumer, at nominal prescribed rates for some special occasions for early restoration of electric supply.
To ensure safety:
  • Consumer should install safety equipments like Earth leakage / overload & short circuit protection (circuit breakers / switches) near point of supply.
  • Healthy earthing should be installed at your premises.
  • ISI marked cables and equipments of proper capacity should be used for installation and wiring should be done through only licensed Electrical Contractors.
  • Always use proper capacity fuse wire in main switches.
  • For rectification of faults in your installations, call licensed electrical contractors only. For any difficulty related to electricity supply, always contact MSEDCL authorities at their offices.
  • Do not connect multiple equipments to a single point out lay to avoid excess loading. Avoid loose connections and joints.
  • Do not use bare wires for extending supply from one point to other or from one premise to other premise. It is hazardous and causes accidents. Do not meddle with live wires / points. It may cost your life.
Electronic Bill Presentment and Payment:
Bill Presentment and Payment application enables customers to present their bills on Internet and make payments through debit and credit cards. For requesting e-bill, enter your consumer number, Processing Cycle, Billing Unit, and Email Address to receive e-Bill, then click on “submit” option. After registration, you will receive the ebill in addition to the normal bill, which you will receive through the normal billing procedure of the distribution channel.

For logging in, visit Www.MahaDiscom.in. You can see the navigation “Consumer services”, in which click on the option “View & Pay Bills Online”. You will get the page of Billing, where you can view the bills. If you want to pay the bill online then you have to enter your login name and password then click on “login” option. If you have forgotten your password then click on “forgot password” option and follow the instructions.
If you are new at Www.MahaDiscom.in, then click on “New Users Register” option and enter your consumer number, LT billing unit, and consumer type. For quick login, enter consumer number and billing unit then click on “submit” option.
